You can be ticketed for driving too fast for conditions EVEN if you are below the posted speed limit — in rain, fog, heavy traffic, or near schools.
California bans ALL handheld phone use while driving — talking, texting, or using apps. First offense: ~$165. The phone must be mounted and voice-operated or completely hands-free.
At 55 mph, looking at your phone for just 5 seconds is like driving the length of a football field with your eyes closed. That's enough time for a fatal crash.
